Electronic Appeals

Electronic appeals from citizens, including individual entrepreneurs (hereinafter referred to as "citizens"), and legal entities are considered by the addressee as per the requirements of the Law of the Republic of Belarus dated 18 July 2011 "On Appeals of Citizens and Legal Entities".

Electronic appeals are submitted through the State Unified (Integrated) Republican Information System for Recording and Processing Appeals from Citizens and Legal Entities (hereinafter referred to as the "System for Recording and Processing Appeals" or the "SRPA").

Submitting an Appeal
The requirements for appeals are as follows

The electronic appeal is made in the Belarusian or Russian language.

The electronic appeal of a citizen shall set forth:

  • surname, first name, patronymic or initials of the citizen;
  • address of their place of residence (place of sojourn);
  • statement of the appeal's essence.

The electronic appeal of a legal entity shall set forth:

  • full name of the legal entity and its location;
  • statement of the appeal's essence;
  • surname, first name, patronymic of the official authorized to sign appeals.

Procedure and Timeframes for Considering Appeals

Electronic appeals shall be reviewed no later than 15 days from the date of registration, and those requiring additional study and verification – no later than 1 month.

Responses to electronic appeals are sent via the SRPA or in writing to the place of residence (place of sojourn) of the citizen or the location of the legal entity in cases established by the Law of the Republic of Belarus of 18 July 2011 "On Appeals of Citizens and Legal Entities".

In the event that incoming electronic appeals of similar content from different applicants acquire a mass character (exceeding 10 appeals), responses to such appeals can be posted on the official website without sending the responses (notifications) to the applicants (Article 25-1 of the Law of the Republic of Belarus of 18 July 2011 "On Appeals of Citizens and Legal Entities").

Electronic appeals may be left without consideration on the merits if they:

  • do not specify the surname, first name, patronymic or address of the place of residence (place of sojourn) of the citizen (for individuals);
  • do not specify the full name of the legal entity and the address of its location, or surname, first name, patronymic of the director or the person duly authorized to sign appeals (for legal entities);
  • contain illegible text;
  • contain obscene or offensive words or expressions;
  • are subject to consideration under the legislation of constitutional proceedings, by the civil, civil procedural, commercial procedural, criminal procedural laws; laws determining the procedure for administrative proceedings, laws and regulations on administrative procedures unless a different procedure for filing and considering such appeals is established in accordance with legislative acts;
  • set forth the issues beyond the competence of the addressee;
  • are submitted after the deadline for filing an appeal that was missed without good reason;
  • constitute a resubmitted appeal that has been already considered on the merits and does not contain any new circumstances that are material for reconsidering the appeal on the merits;
  • are disregarded since the correspondence with the applicant is no more maintained.
