Scientific and Engineering Republican Unitary Enterprise 'Geoinformation Systems'

The Scientific and Engineering Republican Unitary Enterprise "Geoinformation Systems" (UE "Geoinformation Systems") was established in 1996 as per Ordinance No. 62 dated 27 June 1996 of the Bureau of the Presidium of the National Academy of Sciences of Belarus based on the laboratories and departments of the Institute of Technical Cybernetics of the Academy of Sciences (NAS) of Belarus, which were in charge of developments in the field of digital cartography and GIS technologies.UE "Geoinformation Systems" is a public legal entity under the jurisdiction of the NAS of Belarus, assigned to the Department of Physics, Mathematics and Informatics.As one of the core developers of the Belarusian Space System for Earth Remote Sensing (BSSERS), since 2004, the Enterprise has been designated the National Operator of this system. Since 2012, alongside with developing the BSSERS, UE Geoinformation Systems has maintained operation of the Belarusian satellite (BKA) to meet the needs of more than 20 organizations of the Republic of Belarus.

History of the enterprise

  • 1996
    Foundation of The Scientific and Engineering Republican Unitary Enterprise "Geoinformation Systems" (UE "Geoinformation Systems"/ UE GIS) of the National Academy of Sciences of Belarus (NAS of Belarus)(Ordinance № 62 of the Bureau of the Presidium of the NAS of Belarus dated 27 June 1996 "On the Establishment of Self-Supporting Scientific and Engineering Centers of the Academy of Sciences of Belarus").
  • 1996–1998
    Commencement of work on the creation of a system for remote detection of wildland fires using Earth remote sensing data from space within the framework of the State Scientific and Technical Program (SSTP) "Minimizing and Overcoming the Consequences of the Chernobyl Nuclear Power Plant Disaster" and the SSTP "Emergency Situations" for the years 1996–2000.
  • 1999–2003
    Participation in the Union State Program (USP) "Development and Use of Space Facilities and Technologies for Acquiring, Processing and Displaying Space Information" ("Cosmos-BR") (1999–2003).
  • 22 October 2003
    The Enterprise entered on the list of implementing contractors of the project for the creation of the Belarusian Space System for Earth Remote Sensing (BSSERS), as well as designated as organization operating the BSSERS (Decree of the President of the Republic of Belarus No. 464 dated 22 October 2003 "On the Creation of the Belarusian Space System for Earth Remote Sensing").
  • 22 December 2004
    The Enterprise was designated as the National Operator of the BSSERS for the purpose of operating the BSSERS and the Belarusian spacecraft, as well as interacting with organizations involved in the exploration and use of space for peaceful purposes (Decree of the President of the Republic of Belarus No. 609 dated 22 December 2004 "On the Implementation of the State Policy of the Republic of Belarus in the Field of Exploration and Use of Outer Space for Peaceful Purposes").
  • 2004–2007
    Participation in the implementation of the USP "Elaboration and Use of Advanced Space Facilities and Technologies for Sustainable Economic and Scientific and Technical Development of the Union State" ("Cosmos-SG") (2004–2007).
  • April 2006
    Establishment of the Space Data Reception Center.
  • 26 July 2006
    The first Belarusian Earth remote sensing satellite "BelKA" launched from the Baikonur Cosmodrome in Kazakhstan at 10:43 pm Minsk Time. The launch ended in failure due to an accident with the converted launch vehicle.
  • 2007–2010
    Participation in USP “Improving the System of Providing the Population and Economic Sectors of the Russian Federation and the Republic of Belarus with Information on Current and Predicted Weather and Climatic Conditions, the State and Pollution of the Natural Environment” (2007–2010).
  • 12 July 2007
    Getting started on building a Belarusian spacecraft for Earth remote sensing (BKA). The contract with FSUE "NPP VNIIEM" (Federal State Unitary Enterprise “Research and Production Corporation “All-Russian Scientific Research Institute of Electromechanics”) set the stage for the creation of the Belarusian Ground-Based Space Complex, comprising a Ground Control System for the BKA spacecraft and a Ground Acquisition, Processing & Space Data Distribution Station.
  • 14 October 2008
    Resolution of the Council of Ministers of the Republic of Belarus No. 1517 dated 14 October 2008 approved the "National Program for the Exploration and Use of Space for Peaceful Purposes for the years 2008-2012", including the Subprogram "Development of the Belarusian Space System for Earth Remote Sensing". Building on this Subprogram, the Enterprise is creating the infrastructure and underlying technologies of the BSSERS to ensure functioning and operation of the BKA and meet the needs of Belarusian and foreign users for Earth remote sensing services and data from both the BKA and other advanced foreign spacecraft.
  • 2008–2011
    Participation in the implementation of the USP "Development of Underlying Elements, Technologies for the Creation and Use of Orbital and Ground-Based Facilities of a Multifunctional Space System" ("Cosmos-NT") (2008-2011).
  • 2010–2012
    Commissioning of a Telemetry, Tracking, Command and Control Station of the Belarusian Ground Control System for the BKA in the urban-type settlement of Pleshchenitsy, Logoisk District of Minsk Region.
  • 2011–2014
    Implementation of the USP "Development of an Integrated System for Standardization of the Space Technology Created under the Union State’s Programs and Projects" ("Standardization-SG") in the capacity of the lead integrator (2011–2014).
  • 22 July 2012
    The BKA spacecraft launched from the Baikonur Cosmodrome in Kazakhstan at 9:41 am Minsk Time. Within 43 minutes, the Soyuz-FG launch vehicle with the Fregat upper stage inserted the spacecraft into the orbit close to the operational one (500-520 km in altitude).
  • August 2012
    The first-ever Image 1 acquired from the BKA.
  • 2013–2017
    Participation in the implementation of the USP “Development of Space and Ground-Based Facilities for Providing Consumers in Russia and Belarus with Earth Remote Sensing Data” (“Monitoring-SG”) (2013–2017).
  • January 2014
    Commissioning of the BSSERS.
  • 2015
    The Enterprise starts participating as a competent organization of the Republic of Belarus on issues of acquiring and processing the space data provided by the International Charter “Space and Major Disasters”.
  • August 2016
    The Enterprise is accredited by the State Committee on Science and Technology of the Republic of Belarus and the National Academy of Sciences of Belarus as a scientific organization.
  • 2016–2020
    The Enterprise accomplished in full tasks of Subprogram 7 “Exploration and Use of Outer Space for Peaceful Purposes” of the State Program “Science-Intensive Technologies and Engineering” for the years 2016–2020.
  • September 2017
    Accession of the Enterprise to the “PanGeo” International Alliance of Earth Remote Sensing Satellite Operators.
  • 2020–2023
    The lead implementing organization on behalf of the Republic of Belarus within the USP “Development, Modernization and Harmonization of Regulatory, Organizational & Methodological and Hardware & Software Support for the Intended Application of Space Earth Remote Sensing Systems of Russia and Belarus” (“Integration-SG”) (2020-2023).
  • 2021–2025
    The Enterprise is an implementing organization of the activities and tasks of Subprogram 6 “Exploration and Use of Outer Space for Peaceful Purposes” of the State Program “Science-Intensive Technologies and Engineering” for the years 2021–2025.
